The Local Green Building Code initiative requires building permit applicants to design, build, and operate a new generation of efficient, environmentally responsible, and healthy buildings in the City of Palo Alto.
The green building requirements reside within the Palo Alto Municipal Code (PAMC 16.14) and are based on the California Green Building Code (Title 24, Part 11).
The 2022 Green Building Ordinance includes local amendments in the areas of building electrification, EV infrastructure, water efficiency and embodied carbon in building materials.
The ordinance mandates an all-electric design for all new construction projects, substantial remodels, and new outdoor appliances and equipment.
For existing residential building remodels or additions where the gas water heater is replaced or a new water heater is added, the new water heater must be a Heat Pump Water Heater (HPWH).
